TYPO3 new page default group

For newly created pages and folders the current user becomes the owner of that object. But the group is undefined until set within the page typo2script of the root tree you are working in. 

TCEMAIN.permissions.groupid = 1

Just set the numeric id of the backend user group you want for default.
